The "Hope-Tium AI Care Center," which opened last year, is proving to be a vital resource in helping crime victims recover their daily lives. By offering both in-person and remote counseling based on individual preferences, the center reduces psychological burdens and continues to attract steady use from victims in need.

According to the Gwangju Police Department on the 9th, the Hope-Tium AI Care Center was established on April 30, last year, at the Gwangju Police Education Center in Bongseon-dong, Nam-gu, Gwangju, to protect and support crime victims.

The Hope-Tium AI Care Center operates as part of the "Hope-Tium Integrated Support Team," a social welfare system managed by the Gwangju Police Department to safeguard vulnerable groups. Its primary role is to provide a safe space for healing and swift, effective protection and support services during police crisis interventions.

Going beyond basic protection, the center leverages advanced AI technology to support investigations, implement protective measures, and provide critical information, prioritizing public safety in all operations.

A notable feature of the center is its use of AI, which helps alleviate the psychological burden of victim interviews and counseling. The center employs "Joanne," South Korea's first AI clinical psychologist, developed by the Korea Association for the Prevention of Violence and Abuse.

Joanne was created in collaboration with psychiatrists, counseling psychologists, and criminal psychologists, and is equipped with scenario-based counseling scripts to provide tailored responses to victims.

The AI counseling room, where Joanne operates, offers a one-stop solution for crisis intervention, family counseling, crime victim assessment, and applications for protective measures. Following a trial period, Joanne demonstrated a 90% agreement rate with human clinical psychologists and achieved a 97% satisfaction rate in child and adolescent counseling, confirming its effectiveness.

To eliminate time and space constraints for supporting crime victims, the Gwangju Police Department launched an online platform (https://www.hopet-um.co.kr) on September 30 last year.

In addition to Joanne, the platform integrates "Jonathan," an AI developed by Acryl, to provide 24/7 remote counseling services through "ChatPol." This AI-powered system offers comprehensive care functions, including guidance on support services, risk assessments, and trauma evaluations.

Thanks to this robust protection and support system, the center achieved remarkable results last year.

The offline center recorded 91 cases by the end of the year, including 30 AI robot operations and 61 instances of crisis intervention counseling, crime victim assessments, and restorative police activities. Meanwhile, the online platform attracted 1,400 visitors within just three months of its launch, providing them with protection and support services.

The success is attributed to features like a text message response system for victims who report incidents via 112, as well as support systems in English and Vietnamese to accommodate foreigners and immigrants.

Park Jong-sam, head of the Women and Juvenile Affairs Division at the Gwangju Police Department, stated, "We will continue to update the AI robots at the offline center and the AI chatbot at the online center to enhance operational effectiveness. Our goal is to improve the public's satisfaction with law enforcement by offering AI services that support both victims and police officers."

The Hope-Tium AI Care Center operates on weekdays from 9 a.m. to 6 p.m. Victims can arrange consultations during evenings and holidays through prior agreement. For more information, contact the Victim Protection Team at the Gwangju Police Department's Women Protection Division at 062-609-2517.
